In the early 1950s, Watkins became the international representative of the United Auto Workers and later became the president of the Watts Labor Community Action Committee (WLCAC). WLCAC, a community action agency of the War on Poverty, was founded in 1965 by the UAW and the Los Angeles County Board of Supervisors. In addition to promoting labor and community activism, the WLCAC encouraged community control of economic resources.
